Twitter announced Twitter Amplify this morning, the official name of its program to partner with video creators to embed video directly into the company's social stream. Knowing that a name simply isn't enough to get our blood pumping, the company also revealed a variety of new content partners to bolster its already strong relationships with the NBA and ESPN: A&E, Bloomberg TV, Major League Baseball, and Warner Music are just a few of the many new partners signed up for Twitter Amplify. And yes, we should all expect more Amplify partner announcements in the coming months, as Twitter's actively seeking said partnerships. A video is worth a whole lot more than 140 characters, eh?

Acer's C7 Chromebook is the cheapest way to get in on Google's cloud-OS party. But, it still ships a 320GB 5,400RPM drive. Truth be told, such a large amount of local storage is counter to the whole idea of Chrome OS -- not to mention that the slow spin introduces a certain amount of unwelcome lag. Thankfully the bargain-basement $199 laptop is about to get an SSD makeover, according to a listing at Best Buy. The official specs at the Google Play store still list the standard hard drive, but the big box shop has a model featuring 16GB of solid state storage. The updated C7 keeps the same affordable price point, though we have no idea when it might start shipping. Best Buy lists the Chromebook simply as "coming soon," with no estimated delivery date. From what we can see there are no other changes to the machine, so if you weren't a fan of the cheap construction before, don't expect that to change.

BAGHDAD (AP) ? A car bomb exploded as Sunni worshippers were leaving a mosque after evening prayers Tuesday in Baghdad, the deadliest in a string of attacks that killed at least 20 people nationwide in a week of the most sustained sectarian violence in the country since U.S. troops withdrew more than a year ago.
Rising tensions between Sunnis and the Shiite-led government have burst into a new round of bloodshed with 279 people killed since last week and scenes reminiscent of some of the worst carnage during the days when the two Islamic sects battled each other as well as U.S.-led forces in the chaotic years after Saddam Hussein's ouster.
The violence has raised fears the country is sliding back to the brink of civil war amid rising Sunni anger over perceived mistreatment at the hands of Prime Minister Nouri al-Maliki's government and dangerous spillover from Syria's civil war next door, which pits mainly Sunni rebels against Syrian President Bashar Assad, a member of the Alawite sect, an offshoot of Shiite Islam.
White House press secretary Jay Carney told reporters in Washington that the U.S. administration was "deeply concerned by the frequency and the nature of recent attacks." U.S. officials in Baghdad and Washington were in contact with a wide range of senior Iraqi leaders "to urge calm and help resolve ongoing political and sectarian tensions," he said Monday.
The explosion targeting the worshippers occurred in the western neighborhood of Abu Ghraib, the site of the infamous prison of the same name, killing 10 people and wounding 21, according to police and hospital officials. A bomb also targeted a tea house in Baghdad's mainly Sunni southern Dora neighborhood, killing three people and wounding 14, two police officers and a medical official said.
Several smaller attacks struck areas elsewhere in the country earlier Tuesday.
A suicide bomber set off his explosives-laden vest at a military checkpoint in the town of Tarmiyah, 50 kilometers (30 miles) north of Baghdad. The blast was followed by militants who opened fire at the Iraqi troops, killing three soldiers and wounding nine, a police official said.
In the northern city of Tuz Khormato, two parked car bombs went off simultaneously, killing three civilians and wounding 38 people, said Mayor Shalal Abdool. The town is about 200 kilometers (130 miles) north of the Iraqi capital.
And in Kirkuk, 290 kilometers (180 miles) north of Baghdad, three bombs exploded back-to-back at a sheep market, killing one person and wounding 25, police Col. Taha Salaheddin said.
Authorities also raised the death toll from Monday's wave of bloodshed ? a series of blitz attacks stretching from north of Baghdad to the southern city of Basra and targeting bus stops, open-air markets and rush-hour crowds ? to 113 after many of the wounded died of their injuries. That made it the deadliest single day since July 23, 2012, when attacks aimed largely at security forces killed 115.
No one has claimed responsibility for the attacks, but such systematic carnage carries the hallmarks of the two sides that brought nearly nonstop chaos to Iraq for years: Sunni insurgents, including al-Qaida's branch in Iraq, and Shiite militias defending their newfound power after Saddam's fall.
Hours after Monday's stunning bombings, al-Maliki accused militant groups of trying to exploit Iraq's political instability and vowed to resist attempts to "bring back the atmosphere of the sectarian war."
Under Saddam, Iraq's Sunni minority held a privileged position, while the Shiites were largely oppressed. But since the 2003 U.S.-led invasion that toppled Saddam, those dynamics have been flipped.
Many Sunnis contend that much of the country's current turmoil is rooted in the policies of al-Maliki's government, which they accuse of feeding sectarian tension by becoming more aggressive toward the minority community after the U.S. military withdrawal in December 2011.
Protests by Sunnis, which began in December amid anger over alleged random detentions and neglect, have largely been peaceful. However, the number of attacks rose sharply after a deadly security crackdown on a Sunni protest camp in northern Iraq on April 23.

Emma Stone says her mother's cancer diagnosis was ''terrifying''.
The 'Amazing Spider-Man' actress was devastated when her mom Krista Stone was found to have triple negative breast cancer in 2008 and although she was living in Los Angeles at the time, Emma flew home to Arizona as much as possible while Krista underwent treatment.
She told People.com: ''I was oddly stoic, the opposite of how I usually am. But it was terrifying.''
Despite Emma's fears, Krista has been cancer-free for five years following a double mastectomy and chemotherapy and praised her daughter for her bravery.
She said: ''I'm sure, in private, Em lived in fear and anxiety. But she really shifted into this [mode of], 'We're going to take care of this, and everything's going to be fine'.''
Emma, 24, is extremely close to her mother and has previously credited her for telling her what to avoid wearing when growing up and giving her confidence.
She said: ''When I was a teenager and all the cool girls were wearing their pyjama pants in school, my mother would forbid me to do that - or to let my bra straps show.
''Everybody has parts of their body that they dislike, but I'm not going to lose any sleep over them.''

Canadian wedding photographer and filmmaker Zachary Rose (23) takes the common saying about pets and their owners to the next step.
Zachary shoots an photograph of a pet using a DSLR and then takes another photo holding the DSLR in a specific way so the head of the pet seems attached to the body of the pet's owner.
Zach (@zachdriftwood on Instagram) than uploads the photos to Instagram with the #petheadz hashtag.
I asked Zachary about the inspiration for this series:
"I have always heard animals look like their owners and I lived with some roommates with cats and it just sort or was a creative exercise that caught on. I usually meet with the owner and get a good feel for them/ their pet. Take the photo of the pet and then hold it in front of their face"
About where and how he gets his subjects:
"It was mostly local, however, now I am traveling around. I am from Toronto and have traveled a few hundred km and been able to do some, now I am in northern PA and talking with strangers to see if they are interested! I create them all the time, whenever, wherever (within reason)"
Lastly, about his gear, Zachary says:
"I just use my iPhone, my DSLR and a 50mm, and most importantly patience (for me, the pet, and their owners)"

Israel says Russia is preparing to deliver anti-aircraft missiles and launchers to the Assad regime, which the US warns will further destabilize a troubled region.
By Fred Weir,?Correspondent / May 10, 2013
EnlargeThe United States has appealed to Russia to stop the reported delivery of six batteries of advanced S-300?anti-aircraft missiles to the Syrian government, warning that this type of weaponry threatens to "destabilize" the region.

According to media reports, the US was alerted this week by Israel that Russia is preparing to begin deliveries, perhaps as early as this summer, on a $900-million contract for six S-300 launchers with 144 of the long-range surface-to-air missiles. They are said to be the equivalent to the US Patriot system.
"We have consistently called on Russia not to provide a further supply of weapons to the Assad regime, including air defense systems that are particularly destabilizing to the region," White House press spokesman Jay Carney told journalists?on Thursday.
"I think we have made it crystal clear that we would prefer that Russia is not supplying assistance," to Syria, Secretary of State John Kerry told journalists during a visit to Italy.
"We have previously stated that [these] missiles are potentially destabilizing with respect to the state of Israel," he said.
Israel has carried out two airstrikes on Syrian targets in the past week, dramatically raising the stakes in the Syrian civil war, which is now in its third year.
Introduction of the S-300 into Syria's air defense arsenal could sharply limit the future options not only for Israel but for the US as well, should it decide to intervene in the conflict.
The latest version of the S-300 reputedly has a range of 125 miles, can engage 12 targets simultaneously, and can strike missiles or aircraft at altitudes of up to 20 miles.
The US and Israel waged a long and ultimately successful diplomatic campaign to persuade Russia to renege on a contract it had signed many years ago to provide S-300 missiles to Iran.
But since agreeing in 2010 to cut off arms supplies to Iran, the Kremlin has dug in its heels and refused to sign on to any more sanctions against its dwindling number of client states.
Russia has an estimated $5 billion in outstanding arms contracts with Syria, mostly sophisticated anti-aircraft weapons, tactical surface-to-surface missiles, submarines, warships, and training aircraft.
Though Moscow has not yet commented on the allegation that it is preparing to deliver S-300s to Syria, Russian officials have repeatedly insisted that they are acting within the framework of international law in honoring arms contracts with a long-standing ally that is not subject to any United Nations-approved sanctions.
Moscow also complains that the US continues to sell huge amounts of modern arms to its Arab clients, such as Saudi Arabia, some of whom it says are surreptitiously arming the Syrian rebels.
The fresh accusations against Russia for supplying arms to Syria come just days after Mr. Kerry met with President Vladimir Putin in the Kremlin and agreed on the need for Russia and the US to combine efforts in a joint push to find a peaceful settlement to the spiraling Syrian conflict.

DAMASCUS, Va. (AP) ? Authorities believe the driver who plowed into dozens of hikers marching in a Virginia mountain town parade suffered from a medical condition and did not cause the crash intentionally, an emergency official said Sunday.
Officials did not have a formal confirmation or any specifics on the condition, but based on the accounts of authorities and witnesses on the scene, they are confident the issue was medical, according to Pokey Harris, Washington County's director of emergency management. "There is no reason to believe this was intentional," she said.
In what witnesses called a frantic scene at the parade, about 50 to 60 people suffered injuries ranging from critical to superficial Saturday. No fatalities were reported. Three of the worst injured were flown by helicopter to area hospitals.
Two people were kept at hospitals overnight, but their injuries were not critical as of Sunday, Harris said. "For the most part, everyone was treated and released," she said.
The crash happened around 2:10 p.m. Saturday during the Hikers Parade at the Trail Days festival, an annual celebration of the Appalachian Trail in Damascus, near the Tennessee state line about a half-hour drive east of Bristol.
Damascus Police Chief Bill Nunley didn't release the driver's name or age but said he was participating in the parade and he had traversed the Appalachian Trail in the past. Several witnesses described him as an elderly man.
Nunley said the man's 1997 Cadillac was one of the last vehicles in the parade and the driver might have suffered an unspecified medical problem when his car accelerated to about 25 mph and struck the crowd on a two-lane bridge along the town's main road. The driver was among those taken to hospitals.
"It is under investigation, and charges may be placed," Nunley said Saturday.
On Sunday, festival events were continuing as scheduled, Harris said. Mayor Jack McCrady had encouraged people to attend the final day.
"In 27 years of this, we've never had anything of this magnitude, and is it our job to make sure it doesn't happen again," he said.
Harris said that the incident left a "sad heart and black cloud" over the event and that people were proceeding with "heightened awareness." But she emphasized the crash was an accident and said no additional security measures were taken.
On Saturday, Rudolph "Chip" Cenci, 64, of Minoa, N.Y., told The News-Item newspaper in Shamokin, Pa., that he heard people yelling "get out of the way" and turned around to find the car was about to hit him. He jumped onto the hood and held onto the gap at the base of the windshield near the wipers. He said the driver had a blank stare on his face.
"I bet you that man never realized someone was on his hood," Cenci said.
Cenci said he had a bump on his knee but was otherwise OK. He added that his wife, Susan, 63, narrowly missed being hit.
Amanda Puckett, who was watching the parade with her children, ran to the car, where she and others lifted the car off those pinned underneath.
"Everybody just threw our hands up on the car and we just lifted the car up," she said.
Keith Neumann, a hiker from South Carolina, said he was part of the group that scrambled around the car. They pushed the car backward to free a woman trapped underneath and lifted it off the ground to make sure no one else was trapped.
"There's no single heroes," he said. "We're talking about a group effort of everybody jumping in."

When we reviewed the original Bose VideoWave Entertainment System back in 2011, we were blown away by its amazing Wave Tunnel sound system and its outstanding video performance. We were less impressed with its $5,000+ price and lack of networking capabilities, but neither gripe prevented us from giving it an Editors' Choice award. With the new VideoWave II Entertainment System, the folks at Bose took the unique 16-speaker subsystem and audio processing technology and paired it with a crisp 55-inch Samsung LCD panel with LED backlighting. The company also hung a hefty $5,999 (list) price tag on it. Black levels are not quite as dark as they were the first time around, and there's still no Web connectivity, but the VideoWave II merits our Editors' Choice for high-end big-screen HDTVs nevertheless. It's literally the best sounding TV you can buy, and one where you don't need a separate home theater speaker system.
Design and Features
Design-wise, the VideoWave II looks almost identical to its predecessor. The original model used CCFL backlighting and had a 6-inch deep cabinet that weighed in at an astounding 99 pounds (for the 46-inch model). This time around the VideoWave II is outfitted with LED backlighting and is slightly thinner, but at 5.5 inches and 118 pounds it is far from svelte. That's because in addition to a 55-inch, 1,920-by-1,080 panel, the cabinet houses an intricate internal speaker configuration consisting of six woofers, 10 tweeters, a Wave Tunnel, and a signal processing unit. The screen includes a semi-gloss coating that keeps glare and reflections to a minimum.
The matte black cabinet sports 1.5-inch black bezels and a band of silver trim around its perimeter. There are no buttons or I/O ports on the cabinet, only a power cord and a proprietary cable that connects the TV to the included console box. The console is also matte black with silver trim and measures 3.1 by 16.5 by 9.5 (HWD) inches. It holds all of the VideoWave's ports, including four HDMI inputs (one is on the front), two component A/V inputs, a composite A/V input, two USB ports (one on the front), and a headphone jack. As with the original model, the VideoWave II comes with an iPod/iPhone dock, although you'll need Apple's $29 Lightning-to-30-pin Adapter if you have one of the latest iPod touch or iPhone models. (iPads are not supported.)
loading...
?
The 5.5-inch click pad remote is pretty much identical to the original remote with one exception: The top now sports a silver finish. There are only eight buttons (Power, Volume Up/Down, Channel Up/Down, Mute, Input, and Return), plus a four-way rocker that sits in the middle of a touch-sensitive click pad. The Control Frame user interface hasn't changed much, either; you use the click pad to navigate the icons that are displayed around the perimeter of the screen. You'll have to spend a little time with the remote to get the hang of it, but once you do you'll appreciate the sheer simplicity of the on-screen menus. This time around the folks at Bose made the Control Frame user-customizable, so you can remove rarely used control icons and replace them with your own frequently used controls. The Control Frame changes according to the device being accessed; the TV gets its own menu icons, as do Blu-ray players, iPods, and iPhones.
Picture settings include three display modes (Bright, Normal, and Dark). Bose calibrates each set at its facility and intentionally makes it difficult to drill down to more specific controls to prevent accidental changes. By pressing and holding the OK button on the remote you can adjust brightness, contrast, color, tint, sharpness, and color temperature levels. More advanced settings can be accessed by pressing OK again, including gamma levels, RGB gain and cut settings, and Motion Smoothing (a new addition this time around).
When you buy the VideoWave II, you also get the Bose White Glove treatment, which includes delivery and setup of your HDTV. The company will hook the set up to your existing A/V components, configure the audio to your specific room using proprietary ADAPTiQ calibration system (which you keep for future use, in case you move the set later), program your remote, and give you a complete product tour. For an additional $250, Bose will professionally wall mount the TV and hide whatever cabling is needed. The VideoWave II is covered by a two-year warranty.

BALTIMORE (AP) ? There are only two outcomes when it comes to Saturday's Preakness Stakes ? either the Kentucky Derby winner Orb wins the race to set up a Triple Crown try in the Belmont Stakes in three weeks, or another horse pulls an upset and prevents a shot at history.
With that in mind, here are 10 things to know about the Preakness ? and beyond.
___
1. ELEVEN HAVE DONE IT. Starting in 1919 with Sir Barton, 11 horses have won the Triple Crown, sweeping the Kentucky Derby, Preakness and Belmont Stakes. Orb will be trying to become the 34th horse with a Triple Crown chance. Of the horses who failed, 19 didn't win the Belmont and three didn't make the race, including I'll Have Another in 2012. Last year's Derby and Preakness winner was scratched the day before the Belmont with a tendon injury and retired.
2. INSIDE SLOT. Orb leaves from the No. 1 post in the Preakness, not among the most popular places to start. Since 1961, only one horse ? Tabasco Cat in 1994 ? has won from the rail.
3. SECOND CHANCERS AND NEW SHOOTERS. Kentucky Derby winner Orb will be facing five familiar foes from the Derby and three new shooters. The Derby five are Mylute, Oxbow, Will Take Charge, Itsmyluckyday and Goldencents; the fresh faces are Departing, Govenor Charlie and Titletown Five.
4. SHORTER DISTANCE. The Preakness distance is 1 3-16 miles, a sixteenth of a mile shorter than the Kentucky Derby, and five sixteenths shorter than the 1?-mile Belmont Stakes, called the Test of the Champion. The longer distance is considered one of the major reasons why Triple tries are thwarted. In recent years, two horses who won the Preakness convincingly ? Funny Cide by 9? lengths in 2003 and Smarty Jones by a record 11? lengths in 2004 ? fell short in the Belmont. Funny Cide was a length off the lead with a quarter mile to go and finished third; Smarty Jones was passed in the final 70 yards by Birdstone.
5. A NICE REBOUND. Goldencents and Co. are looking for a little Preakness history. If the horse wins, he will top Louis Quatorze for the best rebound from the Derby. In 1996, Louis Quatorze finished 16th in the Derby and won the Preakness two weeks later. Goldencents was 17th in the Derby. A win would make Kevin Krigger the first black jockey to win the race since Willie Simms with Sly Fox in 1898, and it would make Doug O'Neill the first back-to-back Preakness winning trainer since Bob Baffert in 2001 and 2002.
6. THREE CHANCES. D. Wayne Lukas has one-third of the field in the nine-horse Preakness. The 77-year-old trainer is seeking his sixth Preakness win, which would break a second-place tie with Bob Baffert and Thomas J. Healey. The leader is Robert Wyndham Walden with seven, including five in a row starting in 1878. Lukas also is seeking a record 14th win in Triple Crown race win, which would put him one ahead of "Sunny Jim" Fitzsimmons. Lukas trains Oxbow, Will Take Charge and Titletown Five.
7. ROSIE'S RUN. Rosie Napravnik will be aboard 5-1 second choice Mylute. A win would make the rider who started her career in Maryland the first female to win the Preakness. She posted the best finish for a female rider in the Derby when Mylute ran fifth.
8. HOF LINEUP. There are a half-dozen Hall of Famers in the Preakness. The trainers are Shug McGaughey (Orb), D. Wayne Lukas (Oxbow, Will Take Charge and Titletown Five) and Bob Baffert (Govenor Charlie); the jockeys are Gary Stevens (Oxbow), Mike Smith (Will Take Charge) and John Velazquez (Itsmyluckyday).
9. THE GREATEST. The fastest Preakness was run by 1973 Triple Crown winner Secretariat. Big Red won in 1:53. By comparison, last year's winner I'll Have Another won in 1:55.94. For those looking ahead, Secretariat also has the record for the Belmont, covering the 1? miles in 2:24. The second-fastest time is 2:26 by Easy Goer in 1989 and A.P. Indy in 1992. Union Rags won last year in 2:30.42.
10. THE DISAPPOINTMENTS. If Orb wins the Preakness, he will become the ninth horse since Silver Charm in 1997 to have a chance at the Triple Crown. The others who missed after winning the Kentucky Derby and Preakness were (Real Quiet, 1998), Charismatic (1999), War Emblem (2002), Funny Cide (2003), Smarty Jones (2004), Big Brown (2008) and I'll Have Another (2012), who never made the race because of an injury.

Amtrak service between New York and New Haven, Conn., is also closed while the incident is investigated and damage repaired.
At about 6:10 p.m. Friday a Metro-North train heading east from New York City derailed outside Bridgeport, Conn., and was hit by a westbound train on an adjacent track. Some 700 passengers were on board the trains, the Associated Press reported.
The cause was unclear. Some local officials said it did not appear to be terrorism, and a team from the National Transportation Safety Board arrived Saturday to investigate issues ranging from crew performance to the condition of the track.
The New York area?s Metropolitan Transportation Authority (MTA) said its commuter rail service between South Norwalk and New Haven is suspended until further notice, while regular service will operate between Stamford and Grand Central Terminal.
Commuters could be affected all week as the investigation proceeds.
The MTA said damage on the two affected tracks is ?extensive,? and that the two other tracks on this segment of the railway are out of service for a project replacing overhead wires.
?The [damaged] train cars cannot be removed until the on-scene investigation is complete, and they will need to be removed by crane,? the MTA said.
According to news reports, more than 60 people went to hospitals with injuries related to the collision.
Commuter rail accidents are relatively rare. One federal?study, looking at the decade between 1996 and 2005, found a declining rate of accidents (with 33 accidents or incidents per million total commuter-train miles in 2005).
Injuries generally totaled fewer than 2,000 per year, and fatalities fewer than 100 per year, during that 10-year period.

Aimee Copeland, the 25-year-old who lost her hands, both feet and her entire right leg to flesh-eating bacteria a year ago, has received two new bionic hands.
Copeland spent the week in Ohio at Touch Bionics, where she received two bionic hands free of charge. The hands cost $100,000 a piece, on average, a company spokesperson told ABCNews.com.
In a 30-second video Copeland sent ?to WSBTV, the ABC News affiliate in Atlanta, she uses?one of the new hands to pick up a potato chip and put it in her mouth.
?That was great. How is it? Satisfying?? the man behind the camera asks. Copeland nods enthusiastically as she chews. Then, she laughs.
Copeland spent the week getting fitted for the limbs and learning how to use them. The prosthetics respond to muscle signals in Copeland?s residual limbs and are capable of 24 different kinds of movements.
She will leave Touch Bionics to return to her Snellville, Ga.,?home today. ?Touch Bionics offered to donate the prosthetic hands because Copeland had run out of health insurance to pay for them herself, a company spokesperson said.
Copeland cut open her right leg falling from a zip line near the Tallapoosa River in Georgia in April 2012, allowing a deadly bacterium to enter her body. She said she sensed something wasn?t quite right days after receiving 22 stitches to close the wound on her calf because it hurt up to her thigh.
The bacteria advanced undetected until her leg turned ?a dark purple color,? Copeland said on the set of ABC?s ?Katie? talk show in September.
?I wasn?t able to walk,? she told show host Katie Couric. ?I wasn?t able to speak. The only thing I was able to babble was, ?I think I?m dying.??
After being in and out of the emergency room with the painful wound that wouldn?t heal, doctors realized Copeland had necrotizing fasciitis and amputated her leg from the hip.
Later, when her hands turned black, doctors amputated them, too.
Copeland spent two months in a hospital and another two months in rehabilitation before returning to her renovated home in late August 2012.

WASHINGTON (AP) ? There's an irony in the Internal Revenue Service's crackdown on conservative groups.
The nation's tax agency has admitted to inappropriately scrutinizing smaller tea party organizations that applied for tax-exempt status. But the IRS largely maintained a hands-off policy with the much larger, big-budget organizations on the left and right that were most influential in the 2012 elections and are organized under a section of the tax code that allows them to hide their donors.
"The IRS goes AWOL when wealthy and powerful forces want to break the law in order to hide their wrongful efforts and secret political influence," said Rhode Island Sen. Sheldon Whitehouse, a Democrat who is among a small Senate group pushing campaign finance reform measures that would force these big outside groups to disclose their donors. "Picking on the little guy is a pretty lousy thing to do."
Karl Rove's Crossroads GPS and the Koch brothers' Americans for Prosperity were among those that spent tens of millions of dollars on TV ads and get-out-the-vote efforts to help Republicans. Democrats were aided in similar fashion by Priorities USA, made up of former Barack Obama campaign aides, and American Bridge 21st Century Foundation, an opposition research group led by a former adviser to Senate Majority Leader Harry Reid.
And yet those groups so far have escaped investigations into whether they have crossed the blurry line under the law between what constitutes a tax-exempt "social welfare" organization that is free from donor reporting requirements and a political committee subject to taxes and disclosures.
Watchdog groups and lawmakers who have sought more disclosure and restrictions on such groups claim an injustice. They say the IRS saga over the targeting of smaller groups shines a bright light onto the agency's failure to guard against the flood of secret money into the political system through the creation of the deep-pocketed groups.
Yet other advocates of reform worry that, in light of the IRS disclosure of targeting small groups, government regulators will be less likely to scrutinize the tax-exempt status of the bigger, more powerful groups out of fear that they will appear to be targeting groups for political reasons.
"We expect that opponents of disclosure will try to use the recent developments to allow the groups that are misusing the tax laws to hide donors to continue misusing them. But that's a battle that we will engage in," said Fred Wertheimer, founder and president of watchdog group Democracy 21.
Since a series of court decisions including the Supreme Court's ruling in the 2010 Citizens United case, the IRS has seen an influx of applications ? from 1,735 in 2010 to 3,357 in 2012 ? by so-called social welfare groups wanting to form under section 501(c)(4) of the federal tax code. That section grants tax-exempt status as long as the primary mission of these organizations is not politics and influencing elections. The IRS makes that determination. Such nonprofits can keep secret the names of their donors, which are not subject to traditional campaign finance limits.
The rules are fuzzy. The law says that these groups can only be involved in social welfare activity and not politics. But IRS regulations give the groups leeway to conduct political activities ? as long as that is not its "primary activity." That conflict opens the door to potential abuses and different interpretations of what is allowed and what is prohibited.
An IRS inspector general's report released this week recommended developing for the first time specific guidelines to measure the primary activity of social welfare organizations, and some in Congress have shown a willingness to review big groups like the nonprofit Crossroads GPS and its sister super PAC, American Crossroads. They spent a combined $176 million in the last election cycle, much of it on television advertisements to benefit Republican candidates.
A Senate investigative panel led by Democrat Carl Levin of Michigan and Republican John McCain of Arizona has been reviewing the use of social welfare groups for political causes for the past year and now is examining the agency's handling of the tax-exempt reviews.
And in a letter to congressional investigators Thursday, Rep. Chris Van Hollen, D-Md., urged the House Ways and Means Committee not to ignore the influx of groups that may be abusing the tax code as part of its upcoming IRS probe, saying: "I hope we can remove the incentive for any group, regardless of its political orientation, to seek 501(c)(4) tax-exempt status to engage in significant political campaign activities while hiding their donors."
Despite the bipartisan outcry over the IRS scandal, there's little incentive for lawmakers on either side of the aisle to push for reforms because Republicans and Democrats alike benefit from these big outside groups.
In fact, just the opposite may be happening.
Some congressional Democrats, fearful of being tied to the scandal, are backing the push for more aggressive enforcement of these groups. And some conservative leaders and Republican donors are using the IRS scandal to help protect the status quo while preparing to pump hundreds of millions of dollars ? raised anonymously in many cases with no contribution limits ? into the next election cycle, just as they did last fall.
"I would hope that this new information about the politicization of the IRS should put the brakes on any sort of disclosure of donors who wish to remain anonymous," said Charlie Spies, who helps raise money for several conservative organizations and previously led the super political action committee that raised more than $140 million to benefit Mitt Romney's presidential bid. "We're now seeing exactly what the risk is for donors to be disclosed."
At least some tea party groups are unwilling to trust the agency with more enforcement power in the wake of such damaging revelations.
"The IRS' integrity is shattered," said Jenny Beth Martin, chairman of the Tea Party Patriots, which was among the largest nonprofit conservative groups the IRS targeted. She said that now, more than ever, donors need freedom to give money anonymously "without fear of retribution" from a politicized IRS. In the meantime, she says her organization's influence is growing, fueled by anonymous unlimited donations.
Wertheimer, of Democracy 21, said the "laundering of secret money into elections" will become a greater scandal than IRS misconduct unless something is done.
"There will be efforts to sweep this under the rug," he said. "They may succeed on a temporary basis for a relatively short period, but they are not going to succeed in the long term."

When Valve's first hardware hire, Jeri Ellsworth, tweeted back in February that she was fired from the company, we were disappointed but also intrigued by what she meant by "time for new exciting projects." Well we finally saw what she's been up to here at at Maker Faire 2013. It's called Cast AR, and it's a pair of 3D augmented-reality glasses that she and former Valve programmer Rick Johnson were working on at Valve before they left.
The model we saw is still in the early prototype stages, but the concepts are already in place. Perched atop a pair of active shutter glasses are a couple of miniature LCD projectors, which bounce images from a connected computer onto a special reflective surface at a 120Hz refresh rate. A camera module sits on the eyewear's bridge and monitors an array of infrared LEDs embedded in the reflective surface. This allows for quick and accurate head tracking. Join us after the break for our impressions and stay tuned for our video interview with Jeri Ellsworth.

Entrepreneurs and music industry icons Jimmy Iovine and Dr. Dre (Andre Young), already known as forward-thinking visionaries in music and business, are giving $70 million to the University of Southern California to create a unique undergraduate experience.
The duo?s gift will establish the USC Jimmy Iovine and Andre Young Academy for Arts, Technology and the Business of Innovation, an exceptional environment for those rare undergraduate students whose interests span fields such as marketing, business entrepreneurship, computer science and engineering, audio and visual design and the arts. This program will prepare them to become a new generation of inspired innovators.
The goal of the academy is to shape the future by nurturing the talents, passions, leadership and risk-taking of uniquely qualified students who challenge conventional views of art and industry. The academy will attract students who are motivated to explore and create new art forms, technologies and business models ? and who will benefit from a stimulating environment that fosters exploration and discovery beyond traditional educational and disciplinary boundaries.
?The vision and generosity of Jimmy Iovine and Andre Young will profoundly influence the way all of us perceive and experience artistic media,? said USC President C. L. Max Nikias. ?USC provides an extraordinarily rich academic, research and artistic environment. We are committed to encouraging our students to use their intellectual and creative resources to effect change in all segments of society. Our goal is to ensure that the academy is the most collaborative educational program in the world.?
To meet student interests and to meld inspiration with education, the academy?s specially designed new courses will provide students with a solid background in the integration of technology with all aspects of creativity along with a thorough understanding of existing and potential business, marketing and distribution strategies.
Drawing on the expertise of top faculty from the USC Marshall School of Business, Roski School of Fine Arts, Viterbi School of Engineering and Thornton School of Music, the academy also will host industry icons and innovators as visiting faculty and guest speakers. It will offer a highly select group of students an integrated, four?year course of study that will provide in-depth learning in, engineering and computer science, fine arts and graphic design, business and leadership models. Team-taught interdisciplinary courses will be developed and adapted specifically for the program.
The Iovine and Young Academy will focus on four core curriculum areas: Arts and Entrepreneurship; Technology, Design and Marketability; Concept and Business Platforms; and Creating a Prototype.
The four-year academic program will include one-on-one faculty mentoring, opportunities to interact with luminaries from the arts and entertainment industry serving as guest speakers and lecturers, and a broad array of internship opportunities for students.
During their fourth and final year, academy students will take up residence in a uniquely designed experiential setting, the ?Garage.? Grouped into self-directed teams, which may include non-academy students from across the university, these students will determine a project that can be developed into a prototype over the course of the year.
Appropriate faculty members, other artists and business leaders will serve as mentors to each group, and venture capitalists and other real-world experts will be introduced to give students advice and direction. All of these elements will combine into one extraordinary educational experience, where working together, students will challenge one another to take even greater risks in innovation.
"Flexibility is a hallmark of USC, and the academy?s curriculum is incredibly adaptive," said Erica Muhl, dean of the USC Roski School of Fine Arts, who will serve as inaugural director of the USC Iovine & Young Academy. "The curriculum was created to take full advantage of a newly designed, revolutionary educational space that will offer students very powerful tools.? Academy students will have the freedom to move easily from classroom to lab, from studio to workshop individually or in groups, and blow past any academic or structural barriers to spontaneous creativity.
"The academy?s core education will create a common, multi-lingual literacy and fluency across essential disciplines. This ?big picture? knowledge and skill will equip graduates with a leadership perspective that is unparalleled in an undergraduate degree, and that will be applicable to virtually any industry," said Muhl.
USC?s strategic location in Los Angeles, widely viewed as the creative and media capital of the world, provides an unrivaled opportunity for students to take advantage of a living laboratory where music, film and visual arts are deeply intertwined. In addition, the university?s proximity to the city?s burgeoning ?Silicon Beach? as well as Northern California?s Silicon Valley provides access to a vast array of technological advances from which students can draw inspiration.
The academy will enroll its first class of 25 students in fall 2014. Applicants will be accepted based on a rigorous review process encompassing demonstrated academic excellence as well as proven ability for original thought. Students who complete a course of study in the academy will graduate with a degree that recognizes each individual?s ability to truly engage and to succeed in an educational experience that is constantly asking the question, ?Why not??
