At least 10 killed in northeast Nigeria violence

MAIDUGURI, Nigeria (AP) ? A security official says at least 10 people were killed in attacks in northeast Nigeria likely carried out by a radical Islamist sect.

The security official said the killings happened Sunday in a village called Chibok in Borno state, where ongoing attacks by the sect known as Boko Haram have killed hundreds this year. The official said the dead came from a church attacked by the gunmen and a road construction crew. Meanwhile, gunmen also burned down government buildings in the village of Gamboru.

The official spoke on condition of anonymity as only the military is allowed to discuss such attacks now in the region. A military spokesman could not be immediately reached for comment.

Boko Haram is waging an increasingly bloody guerrilla conflict with Nigeria's weak central government.

Clashes in Slovenia ahead of presidential vote

LJUBLJANA, Slovenia (AP) ? Clashes broke out Friday night in the Slovenian capital of Ljubljana as angry demonstrators tried to push through a police cordon to storm parliament.

Several protesters were arrested and police fought to disperse the crowd, which was throwing rocks, bottles and firecrackers at them.

Tensions have been soaring ahead of this weekend's presidential runoff in the small, economically struggling EU nation. Thousands joined the protests Friday against Slovenian Prime Minister Janez Jansa and his Cabinet, accusing them of corruption and fraud and demanding their resignations.

Carrying banners that read "You are finished" and "Thieves," about 8,000 people braved the drizzle and cold to express their discontent with government cost-cutting measures and other reforms designed to avoid an international bailout.

Slovenia is facing one of the worst recessions of the 17 nations that use the euro currency. Its economy has shrunk more than 8 percent since 2009 and continues to decline, resulting in a sharp drop in exports and living standards and a surge in unemployment, which now stands about 12 percent.

The vote on Sunday pits incumbent President Danilo Turk against former prime minister Borut Pahor.

Many among Slovenia's 2 million people are angry with their leaders' inability to join forces and pull the country out of its economic crisis. They are also upset over austerity measures ? spending cuts and tax hikes ? which they say target the poor rather than the rich.

According to an opinion poll published Friday in the Delo daily, Pahor will win about 55 percent of the vote, while Turk will garner 24 percent. The poll was conducted among 780 people with a 2.5 percent margin of error.

Pahor told the AP on Friday that the protests "signal a lack of confidence" in government institutions.

"It is important that by not using force we give people hope that all problems can be solved," he said.

The 49-year-old has supported some of the government's reform measures, unlike current president Turk, who has been a fierce critic.

Israel approves new West Bank settlement construction

JERUSALEM (AP) ? Israel approved the construction of 3,000 homes in Jewish settlements in the West Bank and east Jerusalem, a government official said Friday, drawing swift criticism from the Palestinians a day after their successful U.N. recognition bid.

The Palestinians strongly condemned the announcement and repeated their refusal to start peace negotiations while building continued. With Israeli Prime Minister Benjamin Netanyahu apparently poised for re-election and insisting that any negotiations begin without preconditions, prospects for peace appear to be going into deep freeze.

The unusually large building plan came a day after the United Nations voted overwhelmingly to accept a Palestinian state in the West Bank, the Gaza Strip and east Jerusalem as a non-member observer state, setting off jubilant celebrations among Palestinians.

Israel fiercely objected to the U.N. upgrade, saying peace could only come from direct negotiations and unilateral moves would harm that prospect. The Palestinians said the U.N. recognition of a Palestinian state in the territories captured by Israel in the 1967 Mideast war was an attempt to salvage a possible peace deal and could bolster talks.

Palestinian President Mahmoud Abbas has refused to negotiate with Israeli while settlement construction continues in occupied territories, saying Israel's settlement expansion on war-won land was making a partition deal increasingly difficult.

Prior to word of the Israeli decision, Abbas spokesman Nabil Abu Rdeneh insisted that position hadn't changed, saying settlement building "is not just illegal, it's against the resolution."

More than 500,000 Israelis have moved to the West Bank and east Jerusalem since Israel capturing those territories and Gaza in 1967. Israel unilaterally withdrew its soldiers and settlers from Gaza in 2005.

Netanyahu says negotiations must begin without preconditions.

The Israeli official, who spoke on condition of anonymity because he was not authorized to discuss the sensitive issue publicly, said Israel also decided to begin preliminary work in other areas of the West Bank, including the charged E-1 corridor that connects Jerusalem with the settlement bloc of Maaleh Adumim.

Construction there would place a major obstacle for Palestinian statehood by cutting off east Jerusalem from the West Bank and plans there had previously blocked by the Bush administration for that reason.

Palestinian negotiator Saeb Erekat condemned the Israeli announcement, saying Israel was "defying the whole international community and insisting on destroying the two-state solution."

He said the Palestinian leadership was studying its options.

Danny Seidemann, a lawyer for Ir Amim, an Israeli group that supports coexistence in Jerusalem, said construction did not appear imminent and there was "quite a lot of drama" in the Israeli announcement.

"There an element of sticking it to the Palestinians," he said, before adding that plans in E-1 were not only a blow to the Palestinians but to the Americans who oppose them too. "E-1 is the judgment day weapons."

Yesh Din, an Israeli rights group, called the Israeli decision "collective punishment" and called on Israel to retract its move.

"Israel should have understood by now that such behavior ... will no longer be tolerated by the international community," said Yesh Din's Executive Director Haim Erlich.

Earlier this month, Israel said it was pushing forward construction of 1,200 new homes in Jewish settlements, in an apparent warning to the Palestinians to rethink their U.N. plan. Israel fears the Palestinians will use their upgraded status to confront Israel in international bodies and extort it to make concessions.

In recent days, though, Israel had appeared to step back from its initial threats of harsh retaliation.

Former Foreign Minister Tzipi Livni, the onetime chief negotiator with the Palestinians, also slammed the decision.

"The decision at the U.N. on a Palestinian state is bad for Israel and so is Netanyahu's response," said Livni, who this week launched a new opposition party. "The decision to build thousands of housing units as punishment to the Palestinians only punishes Israel ... the unnecessary statement only isolates Israel further."

The results of the U.N. vote were a foregone conclusion, given the sympathies of nearly all member states. Only nine states opposed the bid, including Israel and the United States, while 138 supported it. Unlike the more powerful U.N. Security Council, there are no vetoes in the General Assembly, and the resolution to raise the Palestinian status only required a majority vote for approval.

The vote granted Abbas an overwhelming international endorsement for his key position: establishment of a Palestinian state in the West Bank, Gaza Strip and east Jerusalem. Netanyahu opposes a full pullback to the 1967 lines.

The Palestinians turned to the U.N. after two decades of on-again, off-again talks.

Netanyahu dismissed the U.N. vote as meaningless and accused Abbas of delivering a "defamatory and venomous" U.N. speech "full of mendacious propaganda" against Israel.

The Intellectual Property Depart-ment has suggested that to reduce their IPR-related costs, companies - in particular small and medium-sized enterprises - should cooperate with fellow businesses with a view to increasing their bargaining power when purchasing software. Speaking at yesterday's "How to Export to the US by Not Violating Unfair Competi-tion Act", Pajchima Tanasanti, director-general of the department, said Thai enterprises needed to be more aware of the need to use legal software and respect copyright in their trading, as well as in other operations or |activities.

Otherwise, she said, they could lose trading opportunities in the United States and other markets after implementation of the Unfair Competition Act (UCA) in the US in June 2010.

The law is currently enforced in only three US states - Washington, Louisiana and Massachusetts - but is likely to be implemented in another 36 states and three territories soon.

Pajchima said that if enterprises continued to use illegal or unlicensed goods, they could face difficulties and huge losses for violating IPR law and the UCA.

"If Thai enterprises are more aware about using legal software, they will also get a competitive edge for accessing Asean markets under the upcoming Asean Economic Com-munity," she added.

Moreover, companies should be aware of developments concerning the use of child labour, as the United States is also considering including this under the UCA.

In its effort to alert Thai businesses to these dangers, the department recently wrote to the Board of Trade of Thailand and the Thai Chamber of Commerce, as well as to the Federa-tion of Thai Industries, asking them to raise their members' awareness.

The warning comes after a Thai seafood producer and exporter was fined US$10,000 (Bt307,000) last month by a Massachusetts court for using unlicensed software at its plants, which produce items for the US market.

Pajchima said the government had over the past two years organised seminars to educate enterprises on the need to use licensed software. How-ever, many businesses still fail to comply with the law, which is why some are getting into difficulties with the authorities.

That said, the cost of legal software may be prohibitive for many SMEs, so they should cooperate with one another to increase their bargaining power and buy more cheaply, she said.

According to the department, the software industry in Thailand was worth Bt60 billion last year.

The software violation rate stood at a high level of 72 per cent, compared with an average of 42 per cent |globally.

The US authorities claim that companies based in that country lost Bt9.77 billion as a result software violation in Thailand last year.
